Carlos serves as Associate Editor in the Journal of Management in Engineering, Assistant Editor in Competition and Regulation in Network Industries, Associate Editor in Buildings and Sustainability, Member of the Editorial Board of the International Jounal of Project Managemet and serves on the Editoral Board of 6 other journals.

Carlos is the Head of the Construction Management Unit. He was a consultant to several public and private entities, in Portugal and abroad in projects of investment evaluation, structuring of concessions, and regulation of infrastructures. He was a Visiting Scholar at the J. F. Kennedy School of Government (Harvard University), where he developed work in the area of renegotiation of transportation concession contracts and was Vice-President of CERIS – Civil Engineering Research and Innovation for Sustainability.
